Washington Bill of Sale
Selling or buying a vehicle in Washington? Here is what WA Dept of Licensing says about the paperwork, and a free generator to make a signed bill of sale in minutes.
Quick answer
Bill of sale in Washington: Yes, unless price on title. Washington requires both parties to sign a Bill of Sale (form 420065) before the buyer can apply for a title, unless the price and date are already on the title. The seller must file a Report of Sale within 5 days.
What Washington requires for a vehicle sale
- Both parties sign Bill of Sale form 420065 before the buyer applies for title, unless the price and date are already on the title; each keeps a copy.
- The seller must submit a Report of Sale (form 420062) within 5 days of the sale date, online or by mail or in person.
- Mail or in-person Report of Sale filing uses an $18 check payable to the Department of Licensing.
- The seller must remove the plates; the buyer cannot use them.
- The buyer has 15 days to transfer ownership; the late penalty is $50 on day 16 plus $2 per day, up to $125.
- The buyer signs the Vehicle Title Application only in front of a licensing agent who can notarize it, or before a notary.
- Odometer disclosure is required for 2011 and newer models; the forms are issued in the office on tamper-proof paper.
Washington bill of sale: what to include
Whatever Washington requires, a signed bill of sale protects both sides. It proves the price, the date and that the car was sold as-is. Include:
- Seller's and buyer's full names and addresses
- Year, make, model, color and VIN
- Odometer reading on the day of sale
- Sale price and date of sale
- As-is wording, plus a statement that the seller owns the vehicle and any lien is paid off
- Signatures and dates for both parties
Sample as-is wording
I, the seller, sell the vehicle described above to the buyer for the price shown, as-is, with no warranty, express or implied. The seller confirms they are the owner and that the odometer reading is correct to the best of their knowledge. This sale is made under the laws of Washington.
