Connecticut Bill of Sale
Selling or buying a vehicle in Connecticut? Here is what Connecticut DMV says about the paperwork, and a free generator to make a signed bill of sale in minutes.
Quick answer
Bill of sale in Connecticut: You may draft your own; H-31 optional. Connecticut does not say a bill of sale is mandatory for every private sale. You can draft your own, or use the DMV's Form H-31, and it matters most for non-titled vehicles.
What Connecticut requires for a vehicle sale
- For a private sale you "can draft your own bill of sale" if it has the required information.
- The bill of sale should show the vehicle's make, year, model, VIN and odometer reading, the buyer's and seller's names, addresses and signatures, and the selling price and date of sale.
- The buyer and the seller must each sign.
- To register a non-titled vehicle, the DMV accepts either the Bill of Sale (Form H-31) or the Supplemental Assignment of Ownership (Form Q-1), together with the previous owner's registration.
- To get a copy of an existing bill of sale, you submit Form J-23T with two forms of ID and a fee. The DMV says this takes about four to six weeks.
Connecticut bill of sale: what to include
Whatever Connecticut requires, a signed bill of sale protects both sides. It proves the price, the date and that the car was sold as-is. Include:
- Seller's and buyer's full names and addresses
- Year, make, model, color and VIN
- Odometer reading on the day of sale
- Sale price and date of sale
- As-is wording, plus a statement that the seller owns the vehicle and any lien is paid off
- Signatures and dates for both parties
Sample as-is wording
I, the seller, sell the vehicle described above to the buyer for the price shown, as-is, with no warranty, express or implied. The seller confirms they are the owner and that the odometer reading is correct to the best of their knowledge. This sale is made under the laws of Connecticut.
Seller checklist (Connecticut)
- List the make, year, model, VIN and odometer reading.

- For a non-titled vehicle, bring H-31 or Q-1 plus the previous owner's registration to the DMV.
Things to watch in Connecticut
- The DMV page does not mention notarization, so ask the DMV if you want certainty.
- It does not say when H-31 is needed in other situations.
