Vermont Bill of Sale
Selling or buying a vehicle in Vermont? Here is what Vermont DMV says about the paperwork, and a free generator to make a signed bill of sale in minutes.
Quick answer
Bill of sale in Vermont: Only in specific cases. Vermont DMV offers Form VT-005, a combined Bill of Sale and Odometer Disclosure Statement. A bill of sale is specified for vehicles never titled in Vermont and for vehicles 2009 or older that have no title.
What Vermont requires for a vehicle sale
- Form VT-005 is the Bill of Sale (BOS) and Odometer Disclosure Statement (ODS), used to transfer ownership and state current mileage.
- An odometer disclosure statement is required for model year 2011 or newer vehicles.
- For a used vehicle never titled in Vermont, the bill of sale must show make, year, VIN, price, mileage, seller signature and sale date.
- For vehicles 2009 or older registered in Vermont, no title is required; the seller gives the registration and a signed bill of sale.
- The seller signs over the title (all owners) and all liens must be released. The buyer submits the Registration/Tax/Title Application (VD-119).
- Notarization is required only for the Affidavit of Non-Titled Vehicle (VT-025), used when NMVTIS has no record of the vehicle; VT-010 VIN verification is also needed then.
Vermont bill of sale: what to include
Whatever Vermont requires, a signed bill of sale protects both sides. It proves the price, the date and that the car was sold as-is. Include:
- Seller's and buyer's full names and addresses
- Year, make, model, color and VIN
- Odometer reading on the day of sale
- Sale price and date of sale
- As-is wording, plus a statement that the seller owns the vehicle and any lien is paid off
- Signatures and dates for both parties
Sample as-is wording
I, the seller, sell the vehicle described above to the buyer for the price shown, as-is, with no warranty, express or implied. The seller confirms they are the owner and that the odometer reading is correct to the best of their knowledge. This sale is made under the laws of Vermont.

- Submit the VD-119 application with the title documents.
- Indicate survivorship rights if there are multiple owners.
